Provide hooks for reporting

Need hooks to initialize reporting system at start up and to close it down and completion of tests.

I'd love to see start & end hooks for suites, features, scenarios and examples, as well as scenario_pass and scenario_fail hooks.
I plan to log results to a shared database, allowing the status of multiple concurrent test executions to be uniquely logged. This will also allow metrics to be exposed, like which scenarios have been executed the least frequently, or are most likely to fail, or the percent of scenarios that currently pass/fail/not-run.
